An.iso disk image is a format used by Easy CD Creator or Easy Media Creator: PC-only disk burning software from Roxio. Since the creator software is not Mac-compatible, I presume the file format itself isn't Mac-compatible either. Two very important notes about DiskCopy: First, altough DiskCopy will successfully mount 400KB (MFS formated) single sided floppy disk images under Mac OS 7 and older, it will NOT mount them under Mac OS 8.1 to 9.2.2, so if you've got a very old 400KB disk image, the only option is to mount it under Mac OS 7 or older. Open the Power ISO and click File and then click on open ISO file. Click on the Properties and then select the Apple Disc Image. Click on the File icon and save it from the drop down menu and click Save. The ISO file is converted to DMG and ready to use.

APFS for Windows is going to look for a connected APFS drive. Since we have an image, we will need to mount the image as a SCSI device so the Windows APFS driver can see it. To do this, we will use Arsenal Image Mounter.
Mount the image using Arsenal Image Mounter. I had to select the sector size of 4096 for it to work since the sector size in my image was 4096 (If you need to know the sector size of your image, you can use a tool like mmls to check).

Download and install APFS for Windows from Paragon and launch it. It should automatically detect the APFS volume:
Now you can browse the APFS drive in Windows:

And add it to your favorite all in one tool, like X-Ways, as a logical drive:
